DBE CERTIFICATION

Disadvantaged Business Enterprise (DBE) Certification

The Florida Department of Transportation's DBE Program, overseen by the Equal Opportunity Office, aims to address historical and current discrimination faced by disadvantaged business enterprises. Its objectives include establishing a fair business environment, promoting equal opportunity, and preventing discrimination in contracts assisted by the DOT. The program strives to enhance the flexibility and efficiency of the DBE initiative while alleviating burdens on small businesses. 

WHY SHOULD MY COMPANY BECOME CERTIFIED AS A DBE?

The Disadvantaged Business Enterprise (DBE) certification is specific to the Florida Department of Transportation (FDOT). FDOT is dedicated to incorporating DBEs into its transportation program and has set a race-neutral goal of 10.65% for DBE utilization across all contracts. Furthermore, FDOT actively encourages prime contractors and consultants to engage the services of FDOT-certified DBEs. 

IS MY FIRM ELIGIBLE FOR CERTIFICATION?

  • As the owner, are you a member of a socially and economically disadvantaged presumptive group (African Americans, Hispanics, Native Americans, Asian-Pacific and Subcontinent Asian Americans, and women)? 


  • Is your firm a for-profit business that is at least 51% owned by a socially and economically disadvantaged individual(s) who also controls the firm? 


  • Is the disadvantaged owner a U.S. citizen or a lawfully admitted permanent resident of the U.S.? 


  • Is your firm classified as a small business according to the Small Business Administration's (SBA's) size standard, and does it not exceed $23.98 million in gross annual receipts? 


  • Is your personal net worth (PNW) less than $1.32 million? 


If you answered "Yes" to all questions, you might qualify for the FDOT DBE program, which supports businesses owned by socially and economically disadvantaged individuals. For more details or assistance, reach out to the relevant department overseeing the program. 

HOW DO I BECOME CERTIFIED?

To participate in the DBE program, companies must fill out the DBE Application. To request a form, please contact us at (800) 423-7058 or email us at info@fdotdbesupportservices.com.

 


 When filling out this application, it's crucial to: 

 

  • Read instructions carefully.
  • Print in ink or type.
  • Provide all requested documents.
  • Use "N/A" for questions or documents that don't apply.
  • Ensure the application is signed and notarized by a notary public who is not an owner, officer, or director of the firm.
